Field A51A - Recognition of prior learning
It appears that there has been some confusion this week regarding the use of field A51a on the ILR, following an event held on Tuesday 8th September. There will be official communication next week, however in the meantime we have put together the following South East guidance:
The LSC Funding Guidance 2009/10 v4 describes how field A51a should be used to recognise a reduction in costs due to prior learning (RPL). Providers should refer to paragraphs76 to 88 for full guidance on the use of this field. This is not a new field, however this year we are particularly encouraging its use bearing in mind the pressures on the budget nationally, in order to ensure the best value for money the programme can deliver. In addition, with the single rate of funding this year, it is recognised that those learners who would previously have been recorded as lower rate, may have experience or knowledge which reduces the costs below the single rate allocated in 09/10.
There is no requirement for providers to review their 08/09 delivery with respect to this field. However, where providers need to reduce their costs in order to remain within their 08/09 MCV and has legitimate learners ie started before 1st April, they may wish to use field A51a rather than recording them as completely unfunded. This would mean that the learner would still attract funding in 09/10, but OPPs would be reduced accordingly and would enable the provider to deliver more learners for the money.
Field A53 - Funding errors relating to incorrect codes being entered
We are experiencing a number of funding errors relating to incorrect codes being entered into Field A53 of the ILR. This field relates to additional learning support and should be completed with code 97 unless additional learner support funding is being claimed. Providers are requested to revisit any ILR’s that have been coded incorrectly as a matter of urgency and re-submit them with the correct code. Failure to do this has resulted in some providers funding being capped. Full details regarding the guidance and criteria for claiming additional learning support can be found within the LSC Funding Guidance 2008/09 Principles, Rules and Regulations document under Section 13, which is on the provider website under the 08/09 funding tab.
Field A14 Coding Guidance (This guidance is for 08/09 learners. For 09/10 learners, refer to the new ILR Specification for 09/10)
It has come to our attention that there is some ambiguity in the A14 coding guidance and that some L3 learners have been miscoded, therefore enabling full funding where learners are only eligible for co-funding. Level 3 jumpers (ie learners who don’t already possess a Level 2) are fully funded and should be coded as 22, where a learner is progressing from a Level 2 and is aged 19-25, again they are fully funded and should be coded 24, where learners are progressing from a Level 2 and are aged 25+ OR where the Level 3 is a repeat qualification delivered from the list, the learners are co-funded and should be coded as either 10 or 99 dependent upon whether the employer contribution has been collected.
